As recognised by the European Commission in its 2025 Work Programme, Europe must “boost investment in our priorities”, remove obstacles for innovative SMEs and startups, and create frameworks that enable talent, research, and technology to scale. This Policy Map responds to that need. It proposes a structured approach for enabling intentional, value-aligned innovation in education across Europe. Its aim is to create the conditions required for progress: building trust among stakeholders, strengthening skills and knowledge, and securing long-term and sustainable funding. With these foundations in place, educational institutions can become truly innovation-ready – able to select, evaluate, and adopt digital technologies that improve learning and teaching. At the same time, a healthier and more responsible innovation ecosystem can emerge, supporting the development of high-quality, needs-driven EdTech tools and services and new pedagogical models.
